On June 17, 2025, MDOT released the list of Round 2 NEVI funded Design-Build-Operate-Maintain (DBOM) award winners. The list shows the node, address, highway corridor, the company selected to get the award and the amount of money given out for each site. This improves on the data released with round 1 where I had to guess the site locations, so I don’t have to list my confidence level. As the round 1 builds start to pick up, we now have 48 new sites to track. Look to the end of this report of a summary and highlights of the money being spent.

Upper Peninsula (UP) sites [only 2 new sites awarded]:
Sites in Michigan’s UP have the challenge of the lack of high-power infrastructure, so any site here will either need to be supported by a battery backup or will likely end up having almost cost prohibitive charging.
Quinnesec:
Expanding on their Round 1 awards, eCAMION USA, Inc.(DBA Jule) was selected for the site at 3851 Menominee St, Quinnesec, MI 49876, right on the US-2 AFC. I expect the standard 440kWh of on-site battery storage and then the required 4 – 150kW dispensers. The site should have both CCS1 and J3400 connectors at each dispenser. The site here should look like the Jule site in Port Huron or Cedar River but upgraded to meet the 600kW total output NEVI requirements.
St. Ignace:
Universal EV LLC is a new award winner in Michigan, but they have multiple NEVI and other state funding awards, mostly focused on the mid-west. I have not been impressed with their service, ability to build out, nor the reliability of their selected hardware partner. Typically, Universal EV has used ChargeTronix hardware, but I have seen a lot of problems keeping this hardware working. The site here is at 680 US-2, St Ignace, Michigan 49781 and likely to be hosted by Cedar Hill Lodge.
Lower Peninsula sites:
Looks like there were 2 primary focus point in the 2nd round. First, there are many new sites in the metro Detroit area. This should allow for sites to be installed where usage is likely to be high. Second, there were some gaps in the AFC from round 1 that got filled. For these sites, I am going to group them by award winner so that the hardware details can be listed once and then the site details for each location can be summarized.
Universal EV LLC made a decent entry with multiple site selections. Typically, Universal EV has used ChargeTronix hardware. Universal EV primarily partners with hotel properties for install locations and this is confirmed by the site list. If they are as slow in Michigan as they are in other locations, don’t expect to see any of these sites before 2027 at the earliest.

In addition to the one new UP site, eCAMION USA, Inc.(DBA Jule) was selected for 3 other sites. We can expect to see more of their custom battery backed solutions at these new sites. Jule tends to partner with local government locations/offices based on the lower traffic areas they choose to support.

In round 2 Francis Energy has been selected for 2 sites. Francis Energy is a fast-growing Charge Point Operator (CPO) based in Oklahoma. They have NEVI sites operational in Ohio, Pennsylvania, Colorado, New Mexico and Texas. Francis Energy has a contract with SK Signet for 1000 units. This hardware has already started to be installed at the Francis Energy NEVI sites. Francis Energy has shown that the NEVI sites have held high prices.

Red E Charging is back with another strong showing in their home state with 13 additional site selections. They have already started construction on partner NEVI round 1 sites. Red E Charging has built many strong relationships with gas station owners, and this is the focus.

Since the initial analysis, I have known that for these sites, the CPO partner is Red E Charging. With this partnership, we can expect Autel Maxi-charge hardware at these locations.

EVgo has been selected to add to the 2 sites awarded in Round 1 with 2 more sites in Round 2. The locations listed in the selection are interesting in that both are next to partner Meijer locations that currently have other charging options. We can expect that EVgo will continue to delivery their partner Delta hardware, no matter where these sites end up.

Tesla has a huge network and has been selected for 3 sites in Round 2. One new site is already on the Tesla roadmap as coming soon, one is a site upgrade, and one is near the Tesla store location. We can expect probably 12 stall Supercharger installations at each of these sites.

Love's Travel Stops follows up their 2 sites awarded in Round 1 with 2 more sites in Round 2. Additional Love’s Travel Stops will be getting fast charging installations based on these awards. Based on the NEVI sites open in PA, we can expect ChargePoint Express Plus hardware under a nice canopy.

Pilot Travel Centers expands on their NEVI awards (3 in Round 1) with an additional 3 selections in Round 2. I expect that this will continue to follow the existing pattern of partnering with EVgo. One of these is a very low cost, but that is because the site already exists, so this money may only be used to support data reporting and other NEVI requirements.

Electrify America joins the crowd of Round 2 site selections. They received a selection to upgrade the existing site in Cadillac, MI to NEVI compliant hardware and software. We can look forward to them completing a upgrade to this site including new BTC Power hardware with dynamic power sharing between the 4 dispensers.

Money Summary:
In this second round of funding MDOT has selected about $24.5 million dollars in awards. For 48 sites, this comes in at just over $500k per site average, which compares to the Round 1 site average of $550k per site, down just slightly. The most expensive award, once again, goes to Francis Energy for $1.07 million towards the site in Charlevoix. The least expensive is only $41k to Pilot Travel Centers for an existing site in Kimball. As far as numbers of sites goes, Red E Charging continues to lead with their additional 13 sites, with GPM Southeast and Universal EV sharing second with 7 awards each.
