Illinois NEVI Funding Sites

Approximately a year after the round one awards, Illinois announced the round two site selections on September 17, 2025.  These additional NEVI funded awards will continue to build out charging infrastructure throughout Illinois.  A total of 25 projects in round two to 7 different applicants.  The conditional award release information included full location (business and address) and proposed funding amount.  Francis Energy again had the largest number of site awards at 7 for a total of $4.8M.  Love’s Travel Stops was again a big award winner with a total of 6 sites and $5M.  Universal EV continued to win awards in Illinois with 4 sites for $3.4M.  Tesla was awarded 3 sites.  EVgo had one site award, but Pilot/Flying J a big NEVI player did not gain any new awards.  In this award Illinois filled in gaps along I-55 and I-70 from the round 1 awards.  They should have covered the Alternative Fuel Corridors if all sites selected get fully built out.

Atlanta I-55 – High Confidence

Shell gas station at 102 Empire St, Atlanta, IL 61723 will host a new site awarded to Universal EV.  The NEVI site awards build upon the previous large number of other EV sites Illinois has awarded Universal EV.  Based on current installations have been ABB but, the expectation is that these sites will use hardware from ChargeTronix.

Pontiac I-55 – High Confidence

Rivian has not been a big NEVI participant, but they have won a couple of awards in states they have a strong presence.  With the factory in Illinois, no surprise that they won the site at Wally’s 1 Holiday Road, Pontiac, IL 61764.  Per the award list there are 12 ports of Rivian hardware planned at this site which is double the standard 6 port install.

Francis Energy has a 7-site award in Illinois, helping them to build out their footprint into the Midwest.  Taco Bell at 1600 W Reynolds St, Pontiac, IL 61764 should have the standard SK Signet charger layout with 4 ports.

Williamsville - I-55

Another Francis Energy site from this round.  Casey’s at 111 Old Rte 66, Williamsville, IL 62693 should have the standard SK Signet charger layout with 4 ports.  Casey’s has become a fairly standard site partner with Francis Energy.

Midtown Inn at 3125 Wide Track Dr, Springfield, IL 62703 will host a new site awarded to Universal EV.  The NEVI site awards build upon the previous large number of other EV sites Illinois has awarded Universal EV.  Based on current installations have been ABB but, the expectation is that these sites will use hardware from ChargeTronix.

Effingham - I-57

EvGateway is another CPO that has some footprint in the Midwest.  They recently had a large award in California.  This site is at the Baymont, 1811 W Fayette Ave, Effingham, IL 62401.  Hardware to be installed may be ChargeTronix.

Mattoon - I-57

Relax Inn at 4200 Lake Land Blvd, Mattoon, IL 61938 will host a new site awarded to Universal EV.  The NEVI site awards build upon the previous large number of other EV sites Illinois has awarded Universal EV.  Based on current installations have been ABB but, the expectation is that these sites will use hardware from ChargeTronix.

Okawville - I-64

Dairy Queen at 1504 E Frontage Rd, Okawville, IL 62271 will host a new site awarded to Universal EV.  The NEVI site awards build upon the previous large number of other EV sites Illinois has awarded Universal EV.  Based on current installations have been ABB but, the expectation is that these sites will use hardware from ChargeTronix.

Grayville - I-64

Quality Inn at 2200 S Court St, Grayville, IL 62844 will host a new site awarded to EvGateway.  Hardware to be installed may be ChargeTronix.

Mount Vernon - I-64

The Loves Travel Stop at 3101 S 10th St, Mt Vernon, IL 62864.  Love’s recent press releases continue to showcase ChargePoint Express Plus in the pictures, so this is the expected hardware.  The award list shows this site as having 6 charging ports.  This site also wins the award for the most money in this round coming in at just over $1M for this site alone.

Effingham - I-70

Crossroads Plaza at 1304 Thelma Keller Ave, Effingham, IL 6240.  This is the only site award for EVgo in this round.  In the past EVgo has supported minimum 4 stall locations, but in this case the report lists 8 stalls at this location.  To support this expect 4 Delta 350kW dual output power sharing units.

Bloomington - I-74

Another Francis Energy site from this round.  Eric's Too Family Restaurant at 921 Maple Hill Rd, Bloomington, IL 61705 should have the standard SK Signet charger layout with 4 ports.  

Tilton - I-74

Another Francis Energy site from this round.  County Market at 1628 Georgetown Rd, Tilton, IL 61833 should have the standard SK Signet charger layout with 4 ports.

Champaign - I-74

Here we have a site upgrade award.  There is an existing Electrify America location at the Meijer at 2401 N Prospect Ave, Champaign, IL 61821.  The award is to upgrade the existing 6 stall site to all the latest Buy America compliant hardware.

Champaign - I-74

While the Meijer about has a V2 Tesla site, this award is for a Tesla site at a Target (2102 N Prospect Ave, Champaign, IL 61822) very close to the other Champaign site and this one is a little closer to the highway.  The award document shows 16 stalls at this site.

Le Roy - I-74

The Loves Travel Stop at 505 Persimmon Dr, Le Roy, IL 61752.  Love’s recent press releases continue to showcase ChargePoint Express Plus in the pictures, so this is the expected hardware.  The award list shows this site as having 6 charging ports.

Homewood - I-80

The second of 3 Tesla awards.  Another Target, this time at 17605 S Halsted St, Homewood, IL 60430.  The award document shows 16 stalls at this site.

Lansing - I-80

Another Francis Energy site from this round.  Another Taco Bell site at 17943 Torrence Ave, Lansing, IL 60438 should have the standard SK Signet charger layout with 4 ports.

Atkinson - I-80

It what may be a first for Francis Energy, here they have been awarded the smallest amount from this round at $554k for this site.  Another Taco Bell site at 501 Bob Blair Rd, Minooka, IL 60447 should have the standard SK Signet charger layout with 4 ports.

Loves Park - I-90

Another Francis Energy site from this round.  Home2 Suites at 4150 N Bell School Rd, Loves Park, IL 61111 should have the standard SK Signet charger layout with 4 ports.

Gurnee - I-94

Finally, the last site award from this round goes to Tesla.  Another Target, this time at 6601 Grand Ave, Gurnee, IL 60031.  The award document shows 16 stalls at this site.

Illinois round one awards were announced on September 9, 2024.  These NEVI funded Design-Build-Operate-Maintain (DBOM) awards will build out charging infrastructure throughout Illinois.  A total of 37 projects in round one to 9 different applicants.  The conditional award release information included full location (business and address) and proposed funding amount.  Love’s Travel Stops was again a big award winner and Francis Energy also did very well.  Michigan based Red E Charge conditionally awarded one site, and both Tesla and Pilot/Flying J did not have any site awards.

In the Chicago area BP Pulse has been awarded a couple of sites.  The PRIDE of Eglin BP with address 1700 N State St, Elgin, IL 60123 will host this site.  The recent awards to BP Pulse following a usage of Alpitronic Hyperchargers, I expect the same at this site.

Rolling Meadows I-90 – High Confidence

Meijer has expanded upon their awards from Ohio and other states into Illinois.  The Meijer at 1301 Meijer Dr, Rolling Meadows, IL 60008 will host this site.  Meijer has the option to partner with just about any of the CPOs, but my guess is for the NEVI sites that they will stick with EVgo and thus this site will have Delta 350kW dual output power sharing units.

Westchester I-290 – High Confidence

The Thorntons at 5760 Crawfordsville Rd, Speedway, IN 46224 will host this site awarded to BP.  We can expect to see either Alpitronic, Tritium or Tesla hardware here to provide charging on the BP network.

Elmhurst I-290 – High Confidence

Electrify America has 3 site awards in this round, including this site at 601 N York St, Elmhurst, IL 60126.  The York Center Plaza will be the host site for this new installation.  We can expect the standard 6 stall location with Electrify America’s Gen4 BTC Power dispensers.

Illinois’ plan to build out in round 1 focused on interstate highways.  Most of the interstates have some coverage.   Not unsurprisingly, a lot of the coverage is around Chicago and focused on the northeast corner of the state.  I am surprised to see as many gaps remain along some of the southward interstates.  The southeast corner of the state looks almost completely left out.

Money Summary:

In this first round of funding IDOT has awarded over $25.3 million dollars.  Love's Travel Stops 11 awarded sites takes just over $8.8 million of this money.  Francis Energy is second with 12 and $8.1 million.  Three companies each won three sites: EA worth $1.6 million, Universal EV worth $1.9 million, BP Pulse worth $1.5 million.  The most expensive award is $1.1 million for the Decatur site.  The least expensive award is for $429k for the Westchester site.

Meijer – Hudsonville

Introduction

This is a site review of Electrify America (EA) expansion in Michigan.

I visited the Hudsonville Meijer location as part of a vacation trip to the Grand Rapids area.  This is only new Electrify America location in Michigan since I did my complete lap of the state and visited all the locations in 2021.  The Ypsilanti site did get an upgrade to the latest 4th generation equipment, and there are 3 other sites listed as coming soon in the EA app.  (This station opened in May 2023).

Accessibility

This site on I-196 at exit 62 is in a large parking lot, directly in line with the Tesla Superchargers.  Just 0.5 miles from the highway this is a quick on and off.  The units themselves are on the north side of the parking lot.  I could not easily see the chargers from the main road.  There is no pass thru or trailer friendly parking here.

Car-related services (windshield cleaning, air): Meijer Gas Station at the other end of the parking lot


Concentration

This is the latest standard 6 station layout for EA.  These new sites power share with each set of 2 units sharing power from one set of cabinets. Each unit is capable of 350kW output with a single cable.  The parking is pull in, with no pull through parking.  The longer cables on this latest generation hardware removes most concerns about cables reaching charge ports.  There is a benefit that there are 6 units, but power sharing can limit speeds if multiple cars are plugged in at the same time.  This strategy is similar Tesla builds out the Superchargers.

Location

This site is on I-196 about halfway between downtown Grand Rapids and Holland.  This site supports this spur route that supports travel south from Grand Rapids towards Chicago.




Speed

Electrify America has chargers that support the fastest speeds available today.  This site is set up with Gen 4 Signet units are that are all listed as 350kW.  These newest units support power sharing, so the 350kW is shared among 3 stalls.  With 2 sets capable of the maximum output there is plenty of power to support charging at this site.  (Units made: Oct. 2022)



Summary

When I arrived, there was a Mach-E charging on unit #2, so I choose #5 to balance to another module.  Soon after I started charging the Mach-E left and a MB EQB plugged in at unit #6.  I saw some of the fastest speeds since buying the Ioniq 6 with a peak near 200kW and averaging over 120kW for my just over 20-minute session.

Minnesota NEVI Funding Sites

 Minnesota announced the conditional winners of the round 1 NEVI site awards on 7/11/2024.  With 13 sites selected from only 38 applications.  A total of $7.8 million dollars of federal money allocated to bring DCFC to just the I-94 and I-35 corridors.  The convenience store chain Kwik Trip followed up their big Wisconsin win with 3 additional sites for $2 million.  The biggest winner here in number of sites is Circle K with 5 sites to be placed at their gas station/convenience store locations throughout the state.  Francis Energy was awarded 2 sites and the usual companies Pilot, Tesla and Universal EV all got one site.  Compared to other states this is a very limited round 1 in terms of sites and money awarded.  Minnesota was very targeted in this first round aiming to provide the required coverage for their major interstate highways.

Hopefully, the round 2 project that starts in the fall of 2024 will award more sites and wider coverage for the state.

Moorhead

The Holiday Stationstores at 3475 28th Avenue S., Moorhead, MN 56560 will host this site.  This is the farthest west site and is almost 100 miles from the next award site eastward.  Circle K is the awarded operator.  Based on recent build outs at other Circle K locations we can expect ABB power sharing chargers, but we might also see Alpitronic hardware as well.

Alexandria

Pilot Travel Center at 3181 Evergreen Lane, Alexandria, MN 56308.  This EVgo/Pilot partner location supports I-94.  I expect their standard build out of 2 Delta 350kW dual output power sharing units.

Sauk Center

The Holiday Stationstores at 1185 S Main, Sauk Centre, MN 56378 will host this site.  Circle K is the awarded operator.  Based on recent build outs at other Circle K locations we can expect ABB power sharing chargers, but we might also see Alpitronic hardware as well.

St. Cloud

The AmericInn at 4385 Clearwater Rd, St Cloud, MN 56301 will host this site.  Universal EV will be the operator.  Based on the pictures on the web site, it looks like Universal EV will use NEVI compliant chargers from Blink.

St. Michael

The Qwik Trip at 4400 O Day Ave NE, St. Michael, MN 55376 will host this site.  Qwik Trip expanding on their site wins from Wisconsin will continue to expand their footprint as a site operator.  They have partnered with ZEF Energy in the past, but for the NEVI awards, I don’t know what kind of hardware they will use.

Brooklyn Park

The La Quinta Inn at 7011 Northland Cir N, Brooklyn Park, MN 55429 will host this site.  Francis Energy continues to expand into new states with this and one other award in Minnesota.  Partnering with hotels for NEVI sites is very common for this CPO.  Francis Energy has announced a large contract for the purchase of Signet NEVI compliant hardware, and I would expect to see more of that here.

Proctor

The Holiday Stationstores at 9314 W. Skyline Parkway, Proctor, MN 55810 will host this site.  This may be the farthest north, outside of Alaska, awarded NEVI site to date.  Circle K is the awarded operator.  Based on recent build outs at other Circle K locations we can expect ABB power sharing chargers, but we might also see Alpitronic hardware as well.

Moose Lake

The Qwik Trip at 4694 Opportunity Drive, Moose Lake, MN 55767 will host this site.  Qwik Trip expanding on their site wins from Wisconsin will continue to expand their footprint as a site operator.  They have partnered with ZEF Energy in the past, but for the NEVI awards, I don’t know what kind of hardware they will use.

Pine City

The Holiday Stationstores at 715 13th Street SW, Pine City, MN 55063 will host this site.  Circle K is the awarded operator.  Based on recent build outs at other Circle K locations we can expect ABB power sharing chargers, but we might also see Alpitronic hardware as well.

North Branch

The Holiday Stationstores at 9444 Lake Drive, Forest Lake, MN 55025 will host this site.  Based on a quick look, this site will likely have very limited amenities.  Circle K is the awarded operator.  Based on recent build outs at other Circle K locations we can expect ABB power sharing chargers, but we might also see Alpitronic hardware as well.

Burnsville

Albert Lea

The award lists a Tesla Supercharger at 820 Happy Trails Ln, Albert Lea, MN 56007.  Currently at this address there is an 8-stall generation 2 Supercharger.  There is also a single stall ZEF Energy Kempower charger at this location.  Likely the awarded money will be used to upgrade this site to Tesla generation 4 dispensers that will make the site NEVI compliant through use of the magic dock.

Tennessee NEVI Funding Sites

 On January 31, 2024, Tennessee Department of Transportation (TDOT) released the list of Round 1 NEVI funded Design-Build-Operate-Maintain (DBOM) award winners.  In round 1, TDOT awarded 30 sites to 9 different operating companies.  The official press release included a map of the site locations, and a listing that showed: Applicant/Operator (likely CPO), Site Host, Site Address (although some were listed only with general coordinate), and cost breakdown.  Here we are tracking this list for installation status and projected hardware installation.

The first round of awards focuses on coverage of major travel corridors, but this leaves some areas without coverage.  We can expect many of these gaps to be filled in with future funding round awards.

Round 1 Site Details:

Pleasant View I-24 – High Confidence

The Shell gas station at 2605 Hwy 49 W E, Pleasant View, TN 37146 will host the site operated by Shell Recharge.  I expect 4 Dual-port 180 kW ABB chargers which match with recent Shell Recharge installations.

Christiana I-24 – High Confidence

Love's Travel Stops was awarded the site at 6137 Epps Mill Rd, Christiana, TN 37037.  This is one of the many Love’s truck stop to be adding EV charging.  We don’t yet know what the Loves build out plan is going to look like.  For now, I am guessing that they will use ChargePoint Express Plus hardware.

Jasper I-24 – High Confidence

Love's Travel Stops was awarded the site at 260 Tva Rd, Jasper, TN 37347.  This is a well-positioned truck stop to support additional EV charging infrastructure.  We don’t yet know what the Loves build out plan is going to look like.  For now, I am guessing that they will use ChargePoint Express Plus hardware.

Johnson City I-26 – High Confidence

BP Pulse will add a NEVI site at the BP Gas Station at 3211 S Roan St, Johnson City, TN 37601.  We can expect to see either Alpitronic, Tritium or Tesla hardware here to provide charging on the BP network.

Erwin I-26 – Low Confidence

A small startup called Energy Hunters was awarded this site at the Mr. Zip gas station.  The address of this location is 2004 Temple Hill Rd, Erwin, TN 37650.  Nothing else is known about the plans for this site currently.

Holladay I-40 – High Confidence

Love's Travel Stops was awarded the site at 13820 US-641, Holladay, TN 38341.  This is a well-positioned truck stop to support additional EV charging infrastructure.  We don’t yet know what the Loves build out plan is going to look like.  For now, I am guessing that they will use ChargePoint Express Plus hardware.

Hurricane Mills I-40 – High Confidence

Part of the already planned Pilot/EVgo/GM buildout, the Pilot location at 15559 Highway 13, South Hurricane Mills, TN 37078 will get the standard NEVI treatment.  Operated by EVgo as the CPO with dual 350kW Delta equipment, and hopefully a canopy as well.

Dickson I-40 – High Confidence

Shell Recharge will run this newly awarded site at the Shell gas station at 2331 Highway 46S, Dickson, TN 37055.  I expect 4 Dual-port 180 kW ABB chargers to be the site layout based on currently newly installed sites by Shell Recharge recently.

Nashville I-40 – High Confidence

The Thorntons at 7102 Charlotte Pike, Nashville, TN 37209 will host this site awarded to BP Pulse.  We can expect to see either Alpitronic, Tritium or Tesla hardware here to provide charging on the BP network.

Lebanon I-40 – High Confidence

The Thorntons at 243 TN-109, Lebanon, TN 37090 will host this site awarded to BP Pulse.  We can expect to see either Alpitronic, Tritium or Tesla hardware here to provide charging on the BP network.

Lebanon I-40 – Medium Confidence

Uncle Pete's Truck Stop at 1210 Sparta Pike, Lebanon, TN 37087 should host this site.  The award was to Universal EV.  The units pictured on the website match to Blink NEVI qualified fast charging units.

Crossville I-40 – High Confidence

Part of the already planned Pilot/EVgo/GM buildout, the Pilot location at 2449 Genesis Rd, Crossville, TN 38571 will get the standard NEVI treatment.  Operated by EVgo as the CPO with dual 350kW Delta equipment, and hopefully a canopy as well.

Crab Orchard I-40 – Low Confidence

A small startup called PowerUp America was awarded this site.  In the Tennessee award documentation only a general coordinate location is listed.  I have guessed that this location will be at the Dollar General at 10266 US-70, Crab Orchard, TN 37723.  Nothing else is known about the plans for this site.

Kingston I-40 – High Confidence

Tesla was awarded this site to install a new Supercharger site 1000 Ladd Landing Blvd, Kingston, TN 37763.  Food City will be the host site for this new install.  We can expect the standard 8 stall location with V4 dispensers to support the NEVI requirements.

Newport I-40 – High Confidence

Love's Travel Stops was awarded the site at 1129 Smokey Mountain Lane, Newport, TN 37821.  This is a well-positioned truck stop to support additional EV charging infrastructure.  We don’t yet know what the Loves build out plan is going to look like.  For now, I am guessing that they will use ChargePoint Express Plus hardware.

Lakeland I-40 – Low Confidence

A startup called EnviroSpark Energy Solutions was awarded this site.  The Waffle House at 9780 US Highway 64, Lakeland, TN 38002 will host the site.  Nothing else is known about the plans for this site.

Bolivar – Medium Confidence

NY Truck Stop at 1410 W Market St, Bolivar, TN 38008 will host this site.  The award was to Universal EV.  The units pictured on the website match to Blink NEVI qualified fast charging units.

Hornsby – Low Confidence

A small startup called PowerUp America was awarded this site.  In the Tennessee award documentation only a general coordinate location is listed.  I have guessed that this location will be at the Dollar General at 22995 US-64, Hornsby, TN 38044.  Nothing else is known about the plans for this site.

Adamsville – Medium Confidence

The Valero at 540 E Main St, Adamsville, TN 38310 will host this site.  The award was to Universal EV.  The units pictured on the website match to Blink NEVI qualified fast charging units.

A small startup called PowerUp America was awarded this site.  In the Tennessee award documentation only a general coordinate location is listed.  I have guessed that this location will be at the Dollar General at 1022 TN-93, Fall Branch, TN 37656.  Nothing else is known about the plans for this site.


Money Summary:

The build out of round 1 is expected to be slow.  Total award money for this round 1 is about $22M.  Site awards have varied greatly from a low of $466k to Shell Recharge for the site in Dickson, topping out at $1.63M to PowerUp America for the site in Crab Orchard.  In total PowerUp America was awarded nearly $7M for 5 sites.
